Argus Filch, a Squib
A Squib is a person who is born to magical parents, but who possesses no magical abilities themselves. They are not muggles in that while they cannot perform magic, they can still see and interact with certain magical things that muggles cannot (such as being able to see Hogwarts School of Witchcraft and Wizardry, which is invisible to muggles). It is said that muggle-borns are descended from Squibs who married and had children with muggles, and that they are created when the magical gene that was inactive in the Squib resurfaces.

[edit] Squibs in society

In modern wizarding society, Squibs are seen as second-class citizens, even by those who consider muggle-borns and the like as normal wizards and witches. As could be predicted, they are treated with contempt by most pure-bloods, who would not believe that Squibs deserve to be treated like normal people.

Most parents who produce Squibs would try to integrate them into muggle society, to save them the pain of living as second-class citizens. However, some Squibs remain a part of the magical world, such as Argus Filch, the caretaker of Hogwarts School of Witchcraft and Wizardry.
