The Hogwarts Express is the train that goes to the Station of Hogwarts. It is always waiting at the beginning of a year at Platform 9 3/4, located at King's Cross Station. To enter Platform 9 3/4, one must go through a barrier that is generally open. The exception to this was in Harry Potter and the Chamber of Secrets, when the house elf Dobby used magic to seal it in an attempt to stop Harry Potter from returning to Hogwarts. Unfortunately, Ronald Weasley was with Harry at the time of entrance, denying him access as well.
